中国�年控烟成果喜忧参半，烟草消费再提税“窗口期”到了？

class=\"rich_media_content\"\u003e\u003cp\u003e\u003c!--AIPOS_0--\u003e面对联合国大会政治宣言最新提出的“�年减𹢫.5亿烟草使用者”目标，全球遏制烟草流行的举措正从局部控烟迈向“零烟害”，甚至已有国家提出“\u003c!--VERTICAL_CARD_BEGIN_0--\u003e世代禁烟令\u003c!--VERTICAL_CARD_END_0--\u003e”。\u003c/p\u003e\u003cp\u003e今𻂌�日起，中国香港地区将禁止任何人在公众场所持有另类吸烟产品（如电子烟、草本烟和加热烟），甚至将“随身携带”电子烟也列为违法行为。香港之外，根据世界卫生组织（下称“世卫”）最新统计，全球已�个国家和地区全面禁止电子烟销售。\u003c/p\u003e\u003cp\u003e除了禁烟范畴扩大至电子烟，国内外的“禁烟令”也正逐步从室内延伸至室外、私人场所乃至全辖区。第一财经近日走访发现，北京多家医疗机构已张贴警示牌，明确室外区域禁烟。上海、深圳等地近年来也相继将儿童医院和公交站、地铁站台等特定室外场所纳入禁烟范畴。\u003c/p\u003e\u003cp\u003e2026年是世卫《烟草控制框架公约》（下称《公约》）在中国正式生效�周年。世卫驻华代表处无烟草行动技术官员李可薇近日在新探健康发展研究中心举办的一场研讨会上表示，得益于前述《公约》及相关控烟政策的推动，全球烟草使用率在过去二十年下降约三分之一。但《公约》为各缔约国控烟工作设定的是底线，而非上限。\u003c/p\u003e\u003cp\u003e在此背景下，全球一些国家已提出“\u003c!--VERTICAL_CARD_BEGIN_1--\u003e烟草终局\u003c!--VERTICAL_CARD_END_1--\u003e”的目标，即将吸烟率降񑎃%以下。在中国，香港吸烟率𰹍.1%左右；上海成人吸烟率则降�.6%，为中国内地省级最低水平。面对未来五年更为雄心勃勃的全球控烟目标，业界人士呼吁，亟需采取更为严格的控烟措施。\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e20年控烟成果喜忧参半\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e《公约》是一项以应对全球烟草流行为宗旨的国际条约，也是第一个全球性的公共卫生条约，对其缔约方具有法律约束力。\u003c/p\u003e\u003cp\u003e\u003c!--AIPOS_1--\u003e中国履约的二十年里，控烟成果喜忧参半。\u003c/p\u003e\u003cp\u003e为帮助各国更好实施《公约》，世卫�年推出了“\u003c!--VERTICAL_CARD_BEGIN_2--\u003eMPOWER\u003c!--VERTICAL_CARD_END_2--\u003e”六项烟草控制和减少烟草需求措施。据李可薇介绍，世卫最新监测显示，中国在“M”(监测)上达到了“优”级，但“P”(无烟法规)评级仍处于最低水平，且并未做到“R”（提高烟草税）中提出的“卷烟可负担性�年起降低”。\u003c/p\u003e\u003cp\u003e鉴于中国迄今在“MPOWER”六个方面的政策中仅监测一项进入最高实践水平，业界认为，中国控烟的核心策略和手段有待发力。“控烟的重点和难点还未能突破，比如公共场所无烟立法、图形警示上烟包、提高烟草税等，近十年并无明显进展。”前述研讨会上发布的《2024-2025年中国控烟观察——民间视角》（下称“报告”）称。\u003c/p\u003e\u003cp\u003e报告显示：《公约》实�年后，全球成人吸烟率�年间下降�%，而中国仅下�.4%；同时，中国卷烟销量�年以来增长�.8%，占全球比重�%上升�%。\u003c/p\u003e\u003cp\u003e卷烟可负担性是影响烟草销量的决定性因素。“�年以来，中国的卷烟支付能力在持续增加，这也解释了中国控烟履�年后，国内烟草产量和销量没有显著下降，甚至�年中国卷烟销量快达到历史最高水平，接�年提税之前的峰值。”\u003c!--SECURE_LINK_BEGIN_0--\u003e对外经济贸易大学\u003c!--SECURE_LINK_END_0--\u003e国际经济贸易学院教授、世卫健康税与财政政策合作中心主任郑榕说。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e郑榕所提到的“提税”，�年中国第二次调整烟草税率，卷烟零售价格因此提高�%，税负水平�%左右。但受近年来\u003c!--SECURE_LINK_BEGIN_1--\u003e增值税\u003c!--SECURE_LINK_END_1--\u003e税率下调等因素影响，郑榕表示，目前烟税回落�%左右。\u003c/p\u003e\u003cp\u003e“今年或是提高烟草\u003c!--SECURE_LINK_BEGIN_2--\u003e消费税\u003c!--SECURE_LINK_END_2--\u003e的窗口期。”郑榕提到三点原因：其一，今年前两月消费税数据有所下滑，而烟草行业在中国消费税收入结构中的占比达�%左右，提高烟草消费税有利于稳定消费税规模，后者又关乎全年财政平稳运行。\u003c/p\u003e\u003cp\u003e其二，今年政府在部署财税金融体制改革时，提出提高国有资本收益收取比例。作为高盈利垄断性行业，若烟草公司收益收取比例�%增长�%，从控制烟草流行的角度来看，最优做法是提税，继而影响烟草制品价格。\u003c/p\u003e\u003cp\u003e其三，今年的政府工作报告释放出“投资于人”“调整优化消费税征税范围、税率”的政策信号。提税的同时将烟草税收入专项用于卫生健康领域，契合前述政策信号。\u003c/p\u003e\u003cp\u003e再看无烟立法，作为中国执行“MPOWER”策略最为薄弱的一环，在新探健康发展研究中心副主任、研究员姜垣看来，北京、上海、深圳、香港等地的地方立法和执法实践显示，立法工作的推进可以对“控烟”起到立竿见影的作用。\u003c/p\u003e\u003cp\u003e她提及一组数据：目前，北京、上海、深圳等城市通过全面无烟立法和严格执法，提前实现了“健康中国 2030”控烟目标，其中上海成人吸烟率已降�.6%（中国内地省级最低水平），深圳违法吸烟比例降�.9%（创历史新低）。\u003c/p\u003e\u003cp\u003e香港地区的“控烟史”长�年。根据香港卫生署披露的最新一份《环保工作报告（2024-2025）》，香港吸烟人数在当地人口所占的比率低于全球大多数地区，政府统计处进行的《主题性住户统计调查》显示，习惯每日吸烟的人士的百分比在近三十年间逐渐下跌，由上世�年代�.3%下跌�年񊄱.1%。\u003c/p\u003e\u003cp\u003e𱐐�日起，香港将禁止任何人在公众场所持有另类吸烟产品（如电子烟、草本烟和加热烟）。消费者即使只是随身携带没有吸食，同样违法，一旦被查获，最低罚�港元，最高可被罚񃁱万港元及监񋼐个月。香港卫生署明确表示，新规没有过渡期，也不存在“首违免罚”或事先警告的环节。\u003c/p\u003e\u003cp\u003e\u003cstrong\u003e从“控烟”迈向“零烟害”“无烟世代”\u003c/strong\u003e\u003c/p\u003e\u003cp\u003e\u003c!--AIPOS_2--\u003e香港地区上述“史上最硬核”公共禁烟令的颁布，在业界人士看来，是当地烟草治理的思路逐渐由“控制烟草流行”转向“终止烟草流行”。而早�年，香港特区政府就出台了更加严格的控烟措施并提出“烟草终局”目标，计划进一步将降低吸烟率񑎃%以下，最终实现淘汰所有吸烟产品。\u003c/p\u003e\u003cp\u003e从全球来看，在香港地区发生的这些转变，并非孤例。\u003c/p\u003e\u003cp\u003e李可薇表示，目前，爱尔兰、新西兰、瑞典、芬兰、英国、加拿大、荷兰、马来西亚等国，均已相继提出了“烟草终局”的计划，目标吸烟率均为降񑎃%以下（𽓡%及以下），目标实现时间�年~2045年不等。\u003c/p\u003e\u003cp\u003e为实现“无烟下一代”，马尔代夫于去�񀙑日提出，2007𻂉񀙑日及以后出生的人，在马尔代夫境内一律禁止购买和使用任何烟草制品，该禁令适用于本国公民及外国游客。零售商在进行烟草交易前必须核实购买者的出生日期，违规售卖烟草者将被处�马尔代夫拉菲亚（约�元人民币）的罚款。至此马尔代夫成为全球首个执行“世代禁烟令”的国家。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e\u003cp\u003e而在区域内实施“全面禁烟”，也并不一定会造成“老烟民”大规模地跨区域购烟或导致当地零售经济遭遇显著冲击。李可薇举例说，2021 年 1 񀙑 日起，美国加州比弗利山庄市和曼哈顿海滩市率先全面禁止烟草销售。今𻂉月发布的一项研究结果显示，两地烟草销量基本清零；两市周边区域整体烟草销量无显著上升，仅雪茄出现少量跨境购，未出现大规模跨区购烟；非烟草商品销售额无明显变化，未影响当地零售经济。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e“过去二十年中，全球烟草使用量下降了三分之一，�年相比，今天的烟草使用者估计减少𱄽.18亿。那么，下一个五年全球控烟目标在哪？依据第八十届联合国大会上通过的全面综合应对非传染性疾病和精神卫生问题的全球政治宣言，�年要减𹢫.5亿烟草使用者。”李可薇认为，如果想要在短时间内实现这样的目标，提示着全球各国应该采取一些更具创新性、更加大胆的控烟措施。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e第一财经注意到，世卫已于去年下半年发布了《前瞻性烟草控制措施》，提出了减少零售、禁止激励零售商、基于出生日期的销售限制、提高烟草制品销售方面的最低法定年龄和禁止/逐步停止烟草制品的销售等供给侧措施，此外还从消费者、产品和市场端，提出了扩大私人/半私人环境中的无烟场所，减少二手和三手烟草烟雾接触，禁止卷烟过滤嘴，结束烟草业产品的商业销售，加征烟草环境税费等举措。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e有受访业界观点认为，前述前瞻性举措在中国内地或暂且难以找到实施的土壤，但补足立法、税收、戒烟服务等“控烟”短板，无论是履行《公约》，实现健康中�年目标，还是控制肺癌、心脑血管疾病、糖尿病等慢病流行，均已迫在眉睫。\u003c/p\u003e\u003cp\u003e
